Replacing front hub Leather seal AM226

I have just fitted a new leather seal to the front hub AM221 and the hole in the leather washer is too small for it to fit over the step on the swivel axle AM187.
The hole in the leather is approx 2.48ins and the stepped part of the swivel axle is approx 2.87ins
So how do you get it over the step, boil the leather?
Has anyone done this repair.
I enclose a picture of the leather in situ without the circular lock ring.

I have now screwed the drum onto the hub and the tight leather ring slipped over the lip and a week later looks like this.
Job Done.

And this is what an old one looks like, I havn't bothered to show a photo of the other one as the lip has gone.
And the photo is upside down,Just love my PC.
