Original registration

I am finally getting round to try to register my 1937 Austin 12 with its original number number plates which are still on the vehicle. DVLA do not have a record of the plate. Although I have masses of paperwork, receipts and past MOTs with the registration on, it has been off the road for many years. I have the car number on a plate on the bulkhead which matches the chassis number. There is an engine number. However, I believe that it is a replacement engine. There isn't a number stamped on the scuttle below the screen.
I have been told elsewhere "No buff log book, no V5". Is this absolutely correct? Thanks
